Senator Rucker moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 2866—A Bill to amend and reenact §7-17-12 and §8-13-13 of the Code of West Virginia, 1931, as amended, relating to fees and charges for municipality-provided fire services; providing process for individuals or businesses located outside municipality to protest imposition of municipal fire fee; providing that no municipality may impose any new fire protection service fee, effective on or after June 30, 2024, on a person located in a county that has imposed a fire service fee without an intergovernmental agreement in place between the municipality and the county commission; providing the required contents of the agreement; and providing an exception for increasing existing fees.
